UAE Shower Water Data Reference: TDS, Hardness and Chlorine Limits by Emirate
We have written separately about Dubai's water regulation and Abu Dhabi's water regulation. This page exists because putting their actual published numbers side by side, in one table, sourced to the primary documents, is more useful than reading two articles and doing the comparison yourself.
KNOWN: Dubai (regulated by the RSB) and Abu Dhabi (regulated by the DoE) publish separate water quality regulations with different named parameters and limits. Abu Dhabi's 2025 regulation sets explicit hardness ceilings; Dubai's regulation, as far as we could locate, does not publish an equivalent hardness limit.
LIKELY: Both networks deliver water that is moderate rather than extreme by global standards, since both rely on desalination followed by controlled remineralisation.
UNPROVEN: That either regulatory figure equals what reaches a specific home. Every number below is a network-level or ceiling figure; building tanks and pipework are a separate, unregulated-at-this-level variable.

What the Asymmetry Actually Tells You
The most interesting finding in this table is not a number, it is an absence. Abu Dhabi's regulation names an explicit hardness ceiling. The Dubai regulation we could access does not. That does not mean Dubai's water is definitionally softer, it means the two regulators chose to publish different parameters, or that a hardness limit exists in a document or update we could not locate. We are not going to fill that gap with a number from a commercial water-treatment blog and present it as regulatory fact, which is a pattern several UAE competitor sites follow.
The chlorine picture is similarly asymmetric in the other direction: Dubai's regulation is unusually specific about which disinfectant DEWA's own network must use (chlorine dioxide, not free chlorine or chloramine, per Note 3 of Annex I), while Abu Dhabi's regulation regulates both residual chlorine and chlorine dioxide as separate named parameters without designating one as the required default for its network.
We have not located a Dubai regulatory document that publishes an explicit total hardness ceiling in mg/l as CaCO₃, comparable to Abu Dhabi's. We also could not confirm whether the September 2019 RSB document is the current, unrevised version, only that it is the most recent public version we could locate. Both regulatory documents describe network-level or ceiling figures; neither tells you what a specific building's water actually measures.
How to Use This Table
If you are comparing a product's marketing claim against a "UAE standard," check which emirate, and which specific document, that claim is actually referencing. A chlorine-reduction claim tested against Dubai's regulated range is not automatically validated against Abu Dhabi's, and a hardness claim citing Abu Dhabi's 300 mg/l ceiling does not have a confirmed Dubai equivalent to compare against. Testing your own water directly remains the only way to get a number specific to your home rather than a citywide or emirate-wide regulatory figure.
FAQs About UAE Water Quality Data
Is there one UAE-wide water hardness standard?
Not a single figure we could locate. Abu Dhabi's DoE regulation publishes an explicit hardness ceiling; Dubai's RSB regulation, in the sections we accessed, does not.
Which emirate's water is harder?
We cannot answer that directly, since the two regulators publish different, non-directly-comparable figures (a regulatory ceiling for Abu Dhabi versus commonly-reported delivered ranges for Dubai). A direct household water test is the only way to compare your own two data points.
Do Dubai and Abu Dhabi use the same disinfectant?
Dubai's regulation names chlorine dioxide as DEWA's specified primary disinfectant. Abu Dhabi's regulation regulates both residual chlorine and chlorine dioxide without naming one as the sole default.
Final Thoughts
Most "UAE water quality" content treats the country as one system. It is at least two separately regulated systems, with genuinely different published figures, and knowing which document a claim is actually citing, if it cites one at all, is the fastest way to tell a sourced statement from a marketing one.
