That is not necessarily because brands are lying. Certification language in this category is genuinely confusing, and a phrase that sounds like a guarantee can legally mean something much narrower. Knowing the difference takes about five minutes, and it changes how you read every shower filter page you look at afterwards.

A product can legitimately use NSF-certified raw material and still have never been through NSF/ANSI 177 testing as a complete product.
